Singapore AI Agencies Map: Which Government Bodies Own AI

Singapore's AI effort is not one agency — it is a web of ministries, statutory boards and research bodies, each with a different job. The strategy itself comes from the National AI Strategy (NAIS 2.0), and the operating principle is simple: direction is set at the top, rules are written by a few key regulators, money flows through funders, and GovTech plus the line ministries build and run the actual systems. At the top, the Prime Minister's Office hosts the Smart Nation and Digital Government Group, which champions digitalisation across the public service. The ministry that actually runs digital and AI policy is the Ministry of Digital Development and Information (MDDI), formed in 2024 — it sets national strategy for digital development, public-sector digitalisation and AI, and it coordinates Singapore's international AI engagement. In September 2025 MDDI launched the Singapore Digital Gateway, a single platform consolidating more than 30 digital and AI governance resources for policymakers. Four agencies hold most of the AI rulebook. The Infocomm Media Development Authority (IMDA) writes the governance frameworks — the Model AI Governance Framework, AI Verify for testing, and newer frameworks for agentic AI — and runs AI literacy programmes like AI Ready. The Personal Data Protection Commission (PDPC), also under MDDI, enforces the Personal Data Protection Act, which covers how AI systems use personal data. The Monetary Authority of Singapore (MAS) regulates AI in finance, including fairness testing for credit scoring and generative AI projects like Project MindForge. The Cyber Security Agency (CSA) covers the security side — AI systems are software, and software can be attacked.

Funding flows through several doors. The Ministry of Finance sets the budget envelope. The Ministry of Trade and Industry (MTI) shapes industry policy, and under it the Economic Development Board (EDB) attracts global AI investments and companies to set up here, while Enterprise Singapore (EnterpriseSG) hands grants and support to local SMEs adopting AI. Research money largely runs through the National Research Foundation (NRF), which funds AI research programmes under the Research, Innovation and Enterprise plan. AI Singapore (AISG) is the national AI programme hosted at NUS — it runs the AI Apprenticeship Programme (AIAP) that trains people into AI roles, and supports research. On the training side, SkillsFuture Singapore (SSG) funds courses, including AI literacy and skills courses you can pay for with SkillsFuture credits — the same credits many Singaporeans already use for other courses. Then each line ministry deploys AI in its own domain: MOH runs HealthHub and health AI, MOE uses adaptive learning systems, MOM runs digital work pass services, IRAS automates tax processing, and HDB handles housing services.
